Not every elevation needs a gutter. Short roof planes over unoccupied space, elevations that already drain to a well-graded slope away from the house, and areas where a gutter would trap debris with no benefit are all reasonable places to skip. The elevations that genuinely need them are the ones dumping volume near the foundation, over entries and walkways, or onto a lower roof section.
